Public Service Vehicle Legislation

The report HERE spends some time addressing "buggies". Drivers have difficulty identifying the four main types (from the Report):
"Review of buggy market:
review of 10 of the main brands of buggy currently available has shown that there are at least four buggy types:
  • Collapsible as a single unit; 
  • Removable cot/seat/car seat with a foldable frame; 
  • Foldable in many units; and 
  • Not foldable." 
"Parents and carers with newborn children or travelling with several children will have trouble holding their baby and their bags and folding even an umbrella fold buggy."

How much more difficult must it be to identify ordinary, less able passengers who are entitled to enjoy accessibility and safety of conveyance on the Council-owned  bus group's vehicles?
